2025 South Carolina Legislative Session: AI and Cybersecurity Update
The 2025 South Carolina Legislative Session could see significant legislation on the evolution of artificial intelligence and the impact of innovation on our economy. Rep. Jeff Bradley represents S.C. House District 123 and is the Chairman of the House Standing Committee on AI and Cybersecurity. The committee, which traditionally reviewed agencies’ regulations, has been expanded to also look into the use of emerging technologies such as artificial intelligence and is now the Regulations, Administrative Procedures, Artificial Intelligence and Cybersecurity Committee.
In an op-ed in The Post and Courier this fall, Chairman Bradley wrote that the “committee’s mission is twofold: safeguarding our digital environment and fostering an economic climate where AI and other emerging technologies can thrive responsibly.” He said that ongoing civil litigation would determine if current laws adequately address such problems as deepfakes and unauthorized data use, and that the committee is considering legislation to address offenses that are not covered by existing laws including unauthorized use of personal data, biometric theft and the criminal misuse of deepfakes.
During the committee’s deliberations this year Chairman Bradley wrote that three themes emerged: 1) enhancing cybersecurity efforts by adopting a statewide cybersecurity framework in line with national standards, 2) passing legislation to protect our digital identities and 3) promoting education to both build our cybersecurity workforce and use artificial intelligence responsibly.
Additionally, Governor Henry McMaster chairs the new Southern Regional Education Board Commission on Artificial Intelligence in Education. The Commission will convene leaders in education and business to review how AI is used in classrooms and how to prepare the workforce for this technology.
The 2025 Legislative Session could see a number of bills considered to address AI and cybersecurity in South Carolina.
